Positive discrimination-problem or salvation?

I live in United Kingdom since 2007 and before that I never thought that England "freedom country" is having, deep inside, big resist problem.
I think people here are scared to admit that they are resist maybe why they come up with positive discrimination to cover them self?  But its that really the answer? 

I don`t know what to think about this issue, on the one hand positive discrimination is a discrimination for the other group of people not include in to the box ( I mean here when we have 100 place in university , why for example 20 places have to be reserved for the other coloured people?) 

I will make excuse for the disabled people. In my opinion its right think to create some special places for that group. Maybe I will face a lot of negative comments but I truly believe that as a humans we should help the people without this same ability.   

I mean Even though 90% (88% in 1998) of population perceives the country as racist, only 5% describes themselves as racist then why the hell create positive discrimination? 

That will just create more problems and more anger.
